These artifacts can be found while in Instant Adventure groups in Silverwood. During the adventure, a special mob called ‘Crackles’ will spawn that will drop the artifact. This happens super rarely.
You could try to farm them by setting up a target macro for the mob and then joing IA randomly to see if it is the right zone.
